Dear Friends and Colleagues,
I am happy to share with you that the Indian Institute of Finance (IIF) has signed a Memorandum of Understanding (MOU) with Khazar University (KU), Baku, Azerbaijan to further the cause of research and education in the field of Finance and Management on 5th May 2014 at 12:00 hrs [Noon] at the Khazar University (Old Main Campus) in Baku, Azerbaijan.

The MoU signed between the Khazar University and Indian Institute of Finance has been furthered in connection with our Chairman Prof. J. D. Agarwal’s and Professors visit towards the invite by the Asian Development Bank’s 28th Annual Board of Governors Meeting in Baku.

The academic collaboration would further the cause of enriching research in Financial Administration and Financial Economics, conduction of joint seminars, training programs and exchange programs at both faculty and student levels. This would also help build stronger Socio-cultural ties between the two nations and its people.

Khazar University was established on March 18, 1991 according to resolution N 41 of the Cabinet of the Ministers of Azerbaijan Republic as Azerbaijan University with English as a medium of instruction. In 1992 Azerbaijan University was renamed to Khazar University according to the decision of the Academic Council of the University. On April 10, 1993 the 0/1st resolution of the State Accreditation Commission of the Ministry of Education endowed Khazar University the right to train specialists in various fields of Sciences and Engineering, Arts and Humanities, Social Studies, Law, Management, Medicine. In 1995 Khazar University was accredited by the State Accreditation Commission for Private Universities. All schools of the University received full accreditation. In 1997 the Khazar University academic programs including graduate programs were fully accredited by the Ministry of Education and Council of Ministers. On July 10, 2002 all academic programs of Khazar University were fully accredited by the Ministry of Education. In 2004, industry partners evaluated the capacity for development of university-industry relations among Azerbaijani higher education institutions. Khazar University was the best, according to these reports. Khazar University offers undergraduate, graduate and professional studies promoting advanced study and research, educational policy and development in the Republic of Azerbaijan. Khazar has 4 academic schools with approximately 2500 students and 250 academic staff. Khazar University the first in Azerbaijan to apply a flexible credit-based education model. Khazar the first University where Medium of instruction is English. Khazar is a research-oriented university. For more see,

The agreement was signed between Professor Hamlet Isaxanli, the founder of Khazar University and Chairman of its Board of Directors and Trustees, and Prof. J. D. Agarwal, Chairman (President) & Director (Rektor) IIF (www.iif.edu), seconded by Prof. Mahammad Nuriyev (Vice-Rector for Academic Affairs); Prof. Raziya Isayeva (Development Director); Dr. Sotova Lyudmila (Head of Quality Assurance Center); Dr. Turan Jafarova (Assistant Vice-Rector International Relations); Martha Lawry (Assistant to the Founder Chairman) and Other Khazar University Head and Professors along with Prof. Yamini Agarwal and Prof. Aman Agarwal from IIF at Khazar University (Main Old Campus) in Baku, Azerbaijan. Other faculty of Khazar University gracing the historic moment were from Faculty of Finance and the Department of International Affairs, Vice-Rectors and other senior professors.
The Founder Rector of the Khazar University Prof. Dr. Hamlet Isaxanli has over 300 published works: research articles in Mathematics, Education, Humanities and Social Sciences; monographs, textbooks and creative writings in Mathematics, Education, Language and Translations Studies, Poetry. Editor of numerous textbooks, books, dictionaries, transactions of conferences, journals. Prof. Isaxanli received his Elementary, secondary and high school: Gold Medal for highest achievement, Republic of Georgia (1954-65); Combined B.S. and M.S. Program in Mathematics, Honors Diploma; Department of Mathematics and Mechanics, Azerbaijan State University, Baku (1965 – 1970); PhD in Mathematics, Institute of Mathematics, Academy of Science of Azerbaijan and Faculty of Mathematics and Mechanics, and Lomonosov Moscow State University (1970 – 1973); D.S. (Doctor of Science) in Mathematics, Soviet Academy of Science, V.A. Steklov Institute of Mathematics, Moscow (1983). He is recipient of numerous Awards towards recogniztion of his service to society between 1976-2015, some of which are “Golden Pen” Award (2005) ; “Samad Vurghun” Award (2005) ; First Vice-President, EURAS (Eurasian Universities Union) (2008); Honorary Doctor of EuroUniversity, Tallinn, Estonia (2008); “Jafar Jabbarly” (Cafar Cabbarli) Award (2010); National “Khazar” Award (2010).
